The new rental car return lot is located between the tower and the south (domestic) terminal of the airport. It can be accessed via the first turnoff to the left as you approach the tower. Here is a breakdown of the current city and airport taxes, fees, and surcharges that apply to reservations and are included in the prices when you pick-up your rental car at the Anchorage International Airport:
